Coming after a gap of 5 years of your post this reply might be just stale. Even then.
You may have figured out the answer if you stuck with linux all these years. If you have not still (which I'd consider rare), then here it is -
The lock file is usually created as a temporary file when an application is run. This usually gets deleted at the end of the run. If it doesn't, that's when you run into problems and you may need to identify that file(s) and delete it.
