Simply stated...

I can't transfer except if I connect via loopback or LOCALHOST.

I have port forwarding enabled for 21 on router to the machine in question. I cannot transfer when I connect to my public IP/machine name.

Tried investigating PASV-allow and other settings in FTP access... but hitting a dead end.
