How do I install util-linux-2.10o.tar.gz

According to the changes file, I should download and install util-linux-2.10o.
I have been successful with the download of util-linux.2-10o.tar.gz, but am stopped at this point.
I think .tar.gz files are compressed. Do I have to uncompress, if so, how do I do this?
How do I install this?
Once it is installed, how do I verify that the install was successful?

decompress with (w/o quotes)
"tar -xzvf util-linux.2-10o.tar.gz", if it is packed good itll unpack into a directory called util-linux.2-10o .
Read the readme's or docs in the directory, installing is mostly "./configure" then "make (target)" then "make install"
if u know what application is in the package (we ll call it "someapplication"), u can do a version check. A lot of programs will give it when u do "someapplication -V", some give a version when run without parameters, else consult their manual with "man someapplication".
