As you have found out, you shouldn't have deleted your Win98 partition and formatted the entire drive.
Without the Win98 disk, you might as well install RH7 and jump in with both feet.
It may not be the answer you wanted, but you left yourself no options.
Sorry.
Check this for the proper steps. It could have saved your Windows partition.
