I know that X runs as a user process, so if it crashes, it does not take Linux kernel down with it. the problem I want to know is if X fails or freezes, what can do to shut it down and get back to the prompt to restart it?

Ctrl-Alt-BackSpace restarts X. You can always ctrl-alt-F2 thru F6 to switch between terminal screens, or do a ctrl-alt-F7 to switch between the current X session and terminal. From there you should be able to kill X running and then restart it when necessary.
