Can I allow the root account to logon remotely? If so, how do I do it?

It is possible, but it is such a bad idea that I wouldn't even tell you how. Just login as you and su to root. Also if at all possible use ssh instead of telnet.

How do I shutdown the Telnet port?

Just comment the appropriate line out of /etc/inetd.conf (You do this by putting a # infront of the line that makes a reference to telnet).
