Is there an app that can notify you whan any app requests an internet connection?

The blanket "allow access to the internet" permission some apps ask for before installation doesn't let you control when it connects.

I'm looking for an app that will post a notification when an app tries to connect to the internet.

The reason is, I'm a pay as you go customer and 35 Euros flew out of my account, what with the fixed daily internet usage fee and the fixed per connection fee, over about a week.

I would like to be able to set policies for each application:

    [ ] allow on Wifi
[ ] allow on phone network data connection
[ ] let it use the internet when I do
[ ] notify me in future when it tries to connect
[ ] log connections made by this application

My phone service provider can't even tell me what app incurred these charges or what internet sites the app connected to.

Let's not even consider the possibility that it was a rogue app connecting to who knows where.

Still, either way, my phone service provider gets paid.

    Isn't that illegal?

Onavo can track what apps used your data. Not sure atm if it can block them.
