A question about drivers/ril

I am new to android and would like an answer to the following:

I want to insert a new usb device such as a 3g dongle to my tablet. I could obtain and insmod the linux driver for it. However, in order for the higher levels to make use of it, I would need a layer called RIL as an interface between the low and high levels. How do I know if android has the specific RIL for the device I am working with. If this RIL for the device has been released, would it be released for android or is it released for a specific tablet/device manufacturer?
