sendmail help

i have sendmail configured as far as i can see. i can log in, send mail to other users on the server, and i can send mail to users off the server, but when someone from the outside tries to send mail to a user on the server it bounces back to the sender. it gives this error:

This message could not be delivered to the following recipients:
No host named .... (#5.1.2)

can anyone help! i thnk i have the sendmail.cf file configured right. i was maybe thinking that it had somethign to do with the file /etc/mail/access or /etc/mail/local-host-names.

Got DNS?

Got your domains up and running? named up?

Got your domains set up in sendmail.cf?

Is port 25 open or forwarded on your firewall?

you need to have a dns? i'm on a static ip, so i have the ip set as the domain. i was under the impression that i could do that. if not, please advise on how i could set it so the server accepts oncoming mail. i don't have the firewall up yet.
