RH7?
redhat uses in their RH7 distro the rpm-version 4.
Check it with an "rpm -q rpm"
you need a rpm-version that supports rpm-version 4.
take a look at the redhat website.

You need to download the latest 3.x version of RPM. It supports the 4.x format.

Chicken and egg

It's a catch 22. You need to upgrade your RPM, but guess what? The RPM that upgrades RPM itself gives the same exact <= 3 type message. I downloaded the tarball and it gave me some cryptic error message during the make install. I didn't have time to hack it so at this point I'm looking for an RPM v4 binary from someone else that I can at least use to get past the chicken and egg situation.

Install RPM 3.0.5. It will allow you to install newer version 4 RPM's and can be installed by any version 3 RPM.
