anyone know if you can get slackware package management (installpkg, and all the related utilties) put on a non-slackware system? (its a linux from scratch system im building). I can't find anything anywhere except front-ends to installpkg and stuff..

I've installed rogue package managers before (rogue being package managers from distos other than the one I was installing on) and you should be OK. The only thing you have to watch out for is that some distros store things in non-standard places, so you may need to edit config files and such after packages are installed. You may get some dependency errors also.
