Use the following steps. Note that you must be logged in as root.
1) Use fdisk to create the partition - for this example let's say you created hda4
2) Type "/sbin/mkfs.ext2 /dev/hda4" - This is the equivalent to format
3) Mount hda4 as something (for example /newusr)
4) Copy all of /usr to /newusr
5) Edit /etc/fstab - you should see a line something like

Change the hda6 to hda4
6) reboot
