Have you tried sg? It sounds like it may not meet your requirements though. Not csh.
This is from the newgrp man page:

The sg command works similiar to newgrp but does not
replace the user's shell, so upon exit from a sg command,
you are returned to your previous group ID. sg also
accepts a command. The command will be executed with the
Bourne shell and must be enclosed in quotes.
