I need to send and receive a single file from another site on the internet that contains sensative information on a daily basis. Can I somehow run ftp over ssh? or do I actually have to set up a VPN tunnel?

Any help appreciated!

To setup ftp over ssh you have 2 options. You can use port forwarding or if you have the latest version of OpenSSH you can use sftp. However, to do what you are asking you are probably better off using scp, which is the secure version of rcp.
